How a Chilean municipality is turning global climate goals into local action

Mayor Claudio Castro led Renca’s first Pre‑COP City Town Hall ahead of the COP30 summit in Belém, Brazil in November. Local authorities, community leaders, private companies and national representatives, including Chile’s Minister of the Environment Maisa Rojas, gathered to showcase Renca’s climate progress and discuss its vision for the next phase of carbon neutrality.

The event centered on three themes:

  1. Local leadership in global climate action, illustrating how Renca’s initiatives demonstrate that municipalities can drive decarbonization and adaptation through collaboration and innovation.

  2. Integration of national and local agendas, with Minister Rojas highlighting Chile’s Framework Law on Climate Change as a tool for aligning central ministries and municipalities.

  3. Public–private and community partnerships, recognizing contributions to projects such as the Renca Hills Metropolitan Park, the Water Master Plan, and solar energy and electromobility initiatives.

During the ceremony, the municipality honored partners who are advancing local climate action:

  • Coca‑Cola Andina for water resilience through the Water Master Plan.

  • CCU for reforestation at Renca Hills.

  • Tehmco Group for a 2 MW photovoltaic system implemented in their facilities.

  • WES for water efficiency and circular management innovations.

  • Toyama City for environmental education and renewable energy cooperation.

  • Renca Poniente Business District for promoting electromobility in logistics.

  • Community organizations and schools, recognized as Chile’s first carbon‑neutral neighborhood committee.

Outcomes of the event included consolidating Renca’s climate narrative ahead of COP30, reinforcing multi‑level governance, committing to expand electromobility, renewable energy and water management projects, and strengthening collaboration with Toyama City to scale measurable emission reductions. The gathering reaffirmed Renca’s role as a demonstration city for translating global climate goals into community‑centered transformation.
